建立农民工养老保险制度的可行性研究

二元社保制度与三元社会结构的矛盾,决定了农民工身处中国社会保障“真空地带”的现实。变农民工潜在养老保障资源为现实资源,建立农民工社会养老保险制度不仅是推动中国城镇化进程的需要,也是实现中国社会保障一体化的根本需要。首先阐述了农民工社会养老保险的困境,进而分析了建立农民工社会养老保险制度的紧迫性、可行性,提出了解决思路。

Feasibility Study on the Establishment of Social Endowment Insurance System for Farmer Workers

The antinomy between social security system of duality and social structure of ternary has decided the fact that farmer workers are in "vacuum land" of the Chinese societal security.Therefore,Turning the potential endowment security for farmer workers into a real resource and constructing endowment security system for farmer workers not only promote the process of urbanization in China,but also help to realize the integration of social security in China.The paper starts with the explanation of difficulty that social endowment insurances for farmer workers are facing.Then,the analysis is made about the urgency and feasibility of establishing social endowment insurance for peasant workers.Finally,the suggestion is about how to solve this problem.
