论公共管理与工商管理的区别

公共管理与工商管理同属于管理学科,二者有着共同的管理学基础,但又有着根本的不同。其中最主要的是目标函数的差异、产权约束的差异、组织性质的差异、信息偏载程度差异等。公共管理的主要领域是政府与非政府组织,尽管营利性组织中也有行政管理问题,但本质上不属于公共管理。公共管理与政治直接相关,这完全不同于工商管理。当代新公共管理学派较多地借鉴了工商管理的理论、观念与研究方法,这有合理之处,但抹煞、忽视二者的差异,又是新公共管理学派的缺陷之一。

On the Difference Between Public and Buiszness Administration

Both of public and business administration belong to the science of adminis tration or management in China. They have a common foundation of administration, and have some basic differences. The most important differences are ones in target function, the restrict of property right, organizational character, information skewness and so on. The management in the organizations for profit is not public administration , though these organizations have the problem of administration like public organizations.
