| 摘 要： | 澳大利亚城市社区管理在澳大利亚地方治理中占非常重要的地位，城市社区的运作机制不同于我国社区管理机制，城市社区管理的主体是澳大利亚的市政府，是最低层次的社会事务管理机关，城市社区管理的经费主要来自于州和联邦政府的拨款。澳大利亚联邦和州政府一般不能干涉属于城市社区管理的事务，社区日常事务管理权由社区居民授予。澳大利亚城市社区主要有社会服务、民主管理与参政、社区矫正以及情感归属等功能。

| Abstract: | Community Management in Australia occupies a very important position in the government of Australia. Different from the practice in China, the subject of community management is the city government, the root government organ and its administrative expenditure in the main comes from the state government and the federate government. The state government and the federate government usually do not intervene the affairs of the communities. The functions of a community government include social services, democratic administration, community correction and so on. |
