农村高等教育体系及其研究内容与方法

以高等教育服务的地域为标准,可以划分为农村高等教育和城市高等教育。农村高等教育是以服务农村为目的,统筹利用城乡各类教育资源,通过多种方式方法,主要对农村人口实施的中等教育后的专门知识和技能教育。农村高等教育体系是以新农村建设、教育公平和高等教育大众化理念为指导,以普通高等院校为依托,以地市高等院校(主要是电大)为龙头,以县级社区学院为主体,完全面向农村社区(县市、乡镇)经济社会发展需要的,解决农村人口全面发展问题的,由中央政府提供政策和部分资金支持、地方政府统筹下的农科教等部门共同实施的,由县市基础教育、职业教育、成人教育、社区教育、高等教育等多种教育统筹整合的,采取多种教育手段和方式实施的,能够提供多种多次便利学习机会和满足学习者多方面多层次学习需求的经济高效的高等教育体系。

Rural higher education system and the contents and methods for research

Higher education can be divided into rural higher education and urban higher education according to the standard of serving area.Rural higher education takes serving rural community as its goal,mainly serving for the rural people who need expertise or technical skill after they finished their secondary education.Rural higher educational system is established under the direction of constructing new rural areas,equation justice and higher education popularity,it is a system of relying on ordinary education,putting universities and colleges in cities as its leading role,taking community college in county scale as its main body for the necessary of developing the economy of rural communities in order to solve the main problem in the development of the rural population.The system is set up in the condition of policy and partial fund supporting from the central government,and the help of sectors of agriculture technology and education balanced by local government;it is integrated with ordinary education,vocational training,adults education,community education and higher education,it adopts diversified educational modes and training means to support the learning opportunity and learning needs for learners from multi-levels.
