借鉴韩国经验,加快我国科技创新体系建设

为了适应全球经济一体化的国际竞争的需要 ,必须加快国家科技创新体系的建设和创新机制的培育。在这方面 ,韩国的经验具有一定的借鉴意义。本文首先从宏观管理、科研体制、研究开发、企业作用以及政策措施等方面对韩国的经验进行介绍 ,然后在此基础上分析我国在创新体系建设上的若干不足并提出五点建议性意见 :国家应着力培育有利于科技创新的良好环境 ,让企业成为技术创新的主体 ,切实提高产业技术创新能力 ,合理调整和配置现有科技资源 ,建立有效率的投融资体制

Comparing the bank instruction of China, Japan and Korea

In order to adjust the requirement of new international competition formed due to the integrative economy in the whole world, the establishment of a state innovation system and the cultivation of innovation mechanism must be accelerated. In this respect, the experience of the Republic of Korea has a fairly referential significance. This paper first makes introduction to the experience of the Republic of Korea from respects of macro-administration, scientific research structure, research and development, action of enterprises, policy measures, etc., and then on this basis analyses many shortages on the establishment of new innovation system in China and puts forward five suggestions: the state should make efforts to cultivate fine environment beneficial to innovation of science and technology, make enterprise become main bodies of technical innovation, concretely improve innovation ability of industrial technology, reasonably restructure and dispose existing resources of science and technology, and establish effective structures of investment and circulating necessary funds.
