论高技能人才社会保障制度的改革与完善

高技能人才属于特殊的人才资源,社会保障制度是现代人才资源开发的内在因素和重要范畴。我国目前的高技能人才社会保障制度存在制度目标错位、保障水平较低等问题。面对经济全球化的冲击,中国高技能人才社会保障制度建设,既是解决国内层面的社会问题,提高人才创新能力的需要,更是在国际层面建立一种国家保护机制的需要。改革与完善这一制度应坚持有利于人才流动、基本保障与政府补助相结合等原则,明确目标定位,采取统一国家立法,提高保障水平,建立代理机制和争议解决机制等措施。

On the Reform and Perfection of the Social Security System for High-tech Talents

Confronted with the globalized economy,an efficient social security system for high-tech talents is both a need for solving the native social problem and improving the innovative ability and for establishing a system to protect our country in the international arena.We should hold to the principle of combining talent mobility,basic security and government subsidy,make clear the target positioning and adopt unified national legislation to improve security level.
