| 摘 要： | 行政管理的主体特征,决定了政府执法确立诚信理念之必要,而诚信理念的确立反过来又将促进行政民主的进程和发展。在政府执法过程中,确立诚信理念,增加民主参与程序,合理地设置民主参与机制,以实现对政府执法的有效约束和控制。

| Abstract: | The subjectivity of administration makes it necessary to establish a sound credit system during government law enforcement,which will in turn push forward the process and the development of administrative democracy.We have to establish a sound credit system during law enforcement and appropriately set up public participation mechanisms to let the civic participate in decision-making.Only in such a way can the government be effectively checked. |
