Scientific Evaluation Index System(EIS) is the basis of objective evaluation. The evaluation of construction of rule of law in Hunan focuses on both the process and the consequence. Firstly, EIS decomposes, refines and quantifies the spiritual essence of Construction Program of Rule of Law in Hunan. Secondly, EIS ensures the broad participation of party committees and governments, the experts and the public in the evaluation process. Finally, EIS includes the indicators of basic means, objective results and subjective feelings.
