中国高等教育现代化的内涵阐释及其矛盾审视

摘    要:从高等教育的功能、结构、系统、目标和高等学校职能等多个视角考察分析,中国高等教育现代化的内涵十分丰富,主要包括:不仅要关照人的自由全面发展,还要适应和引领社会的发展,实现人才培养、科学研究、社会服务以及文化传承与创新的现代化;不仅要实现教育的充分发展和均衡发展,还要体现工作、信念和权力的动态制衡。从时空上看,高等教育现代化既有时间上的顺承关系,又有空间上的均衡关系,还有技术上的交互关系;从建设标准来看,高等教育现代化既有通用的国际标准,又有民族的本土特色;从建设目标来看,高等教育现代化既是国家战略目标,又是教育发展愿景。但在中国高等教育现代化的推进过程中,还存在国际标准与中国特色、内涵式发展与外延式发展、优先建设与均衡发展、行政权力与学术权力、基础教育与高等教育、软件引领与硬件支持、现代技术与传统教学等七大矛盾。因此,要综合审视这七大矛盾并努力寻找解决途径:要认真学习领会2018年9月召开的全国教育大会精神,以习近平新时代中国特色社会主义思想为指导,抓住主要矛盾,坚持社会主义办学方向,把培养德智体美劳全面发展的社会主义建设者和接班人作为根本任务;切实扎根中国大地办教育,促进国际标准与中国特色的协调统一;坚持以内涵式发展为主,通过高等教育体制机制改革,促使优质高等教育资源的合理分配与充分利用;持续推进"双一流"建设,实现动态调整,推动高等教育充分发展和均衡发展。

Abstract:From the perspectives of the functions, structure, system, goals in higher education and the functions of colleges and universities to analyses the connotation of Chinese higher education modernization. We find that it''s not only care about people''s free and comprehensive development, but also adapt to and lead the development of society; realize the modernization of talent cultivation, develop science, social service, and cultural heritage; it is fully developed education and balanced development education. It embodies the dynamic checks and balances of work, beliefs and power. From the perspective of time and space, the modernization of higher education is not only a time-honored relationship, but also a spatially balanced relationship, as well as technical interaction. From the perspective of construction standards, higher education modernization has both universal and international standards. There are national characteristics of the nation; in terms of construction goals, the modernization of higher education is both a strategic move of the country and a vision for the development of education. Therefore, in the process of advancing the modernization of China''s higher education, we must comprehensively review and strive to eliminate the following seven major contradictions between international standards and Chinese characteristics, connotative development and extensional development, priority building and balanced development, administrative and academic power, basic education and higher education, software leadership and hardware support, modern technology and traditional teaching. Therefore, it is necessary to comprehensively examine these seven contradictions and work hard to find a solution. That is to say, we must conscientiously study and understand the spirit of the National Education Conference held on September 10, 2018, seize the main contradictions, adhere to the direction of socialist education, and take the socialist builders and successors who cultivate the moral, intellectual, and artistic development as the fundamental task. Effectively take root in China''s land-based education, take the road of higher education modernization with Chinese characteristics, and promote the harmonization of international standards and Chinese characteristics; adhere to the connotation-based development, through the reform of higher education system and mechanism, promote the rational distribution and full use of high-quality higher education resources; continue to promote the "double first-class" construction, achieve dynamic adjustment, and promote the full development and balanced development of higher education.
