区域海洋科技协同创新机制研究——以浙江省为例

摘    要:海洋科技创新是涉及多专业、多系统、多层面的系统工程。在特定区域内海洋科技创新具有一定地理位置上的分工特色与共同的技术基础,区域内海洋科技各创新主体间应建立战略合作关系,协同创新。以浙江省为例,分析区域海洋科技协同的组织机制、动力机制与运行机制,认为建造良好海洋科技创新制度环境与政策体系,发挥区域内海洋科技隐形知识的邻近性优势是协同组织序化的基础;外部动力的诱导驱动与内部动力激励约束是激活协同组织的活力的主要方法;有效的沟通,科学的支配与协调是确保区域海洋科技协同组织正常运行,产生整体功能效应,达到协同的目的与效果的根本路径。

Abstract:Marine Science and technology innovation is a systematic engineering involving multiple professions, multi systems and multi-levels. Marine science and technology innovation in a particular area has a certain geographical location and common technical basis. We should establish strategic cooperative relations in the regional innovation of marine science and technology. Taking Zhejiang province as an example, the article also makes an analysis of the mechanisms of organization, of power and operation in the regional marine Science and technology cooperation. The authors hold that the basis for the coordination of the organization lies in constructing a good marine science and technology innovation system along with policy system, giving full play to the tacit knowledge within marine science and technology. The induction of external power and internal motivation is a main engine which can activate the vitality of the cooperative organization; Effective communication, scientific control and coordination are the fundamental way to ensure the normal operation of regional marine science and technology cooperation organization, to produce the overall functional effect, to achieve the purposed effect
