| 摘 要： | 目前我国正处在社会经济转型发展时期,劳动力的大量转移、经济增长方式的转变、政治体制的改革必将使土地利用的结构与布局发生变化,对区域土地利用规划中非农建设用地指标分配提出了严峻考验。在土地利用规划过程中,不同利益主体——地方政府、开发企业和村集体与农民总是采取各种措施以实现自身效用最大化的利益目标,从而影响规划核心目标与价值的实现。
