| 摘 要： | 宏观调控的合理性原理及其法律控制机理应当成为经济法学,特别是宏观调控法理论不能回避的基本问题。以合理性为支点实现宏观调控赋权与控权平衡是宏观调控法制化的基本原理。完善宏观调控合理性的法律控制制度,应当加快宏观调控基本法的制定,确立合理调控的原则,实现从原则到规则的体系化控制;建构协商民主的程序制度,使宏观调控建立在公共理性的基础上;设计司法审查的专门规则,使宏观调控接受合理性问责。
