| 摘 要： | 生态发展战略是经济社会发展战略的重要组成部分。树立和落实科学发展观,推进经济社会发展,必须重视生态发展战略的研究和应用。生态发展战略作为一个相对独立的战略系统,由认识体系、决策体系和方法论体系构成,其中认识体系包括生态发展战略的概念、内涵及其地位和作用;决策体系包括战略依据、战略方针、战略目标及战略重点等;方法论体系属于战略对策,主要包括战略指导、战略机制及战略创新等。

| Abstract: | Ecological development strategy is an important part of economic and social development strategy.We must research and use ecological development strategy in order to set up and carry out the scientific development view,and push forward the development of economy and society.The ecological development strategy,as a relatively independent strategic system,generally consists of cognition system,decision-making system and methodology system.The cognition system includes the concept,content and position;the decision-making system includes strategic bases,strategic policy,strategic target,and strategic key points,etc;the methodology system mainly refers to the strategic measures,which includes strategic instruction,strategic mechanism,and strategic innovation,etc. |
