教育营利与教育发展

法规政策的解释度越是清晰,其权威性、贯彻性、约束性、公正性就越强。《民办教育促进法》颁布实施的本意是鼓励社会各种力量积极兴学,以解决我国教育需求与教育供给之间的矛盾。这与中央政府早些时期颁布的《教育法》中明确规定的“教育不以营利为目的”似乎有些矛盾,如何正确揭示其中的内涵是目前必须解释清楚的重大问题。通过对民办教育目的、学校管理、政策法规、现行操作、教育公平的维度进行有意义的探讨后的结论是:政府应该拿出清晰的而不是模糊的、可操作性的而不是理想性的具体政策,才是最为关键的问题。

Profiting through Education and the Development of Education

The clearer the explanation of the laws,regulations and policies are,the more convincing their authoritativeness,implementation,imitativeness and righteousness are.The issuing and enforcing of "the Promotion Law of Education Run by the Local People" attempt to encourage all kinds of social forces to run schools actively,so as to solve the problems between demands for education and supply of education in our country,which seem to be contradictory to the regulation that "education should not be aimed at profiting" mentioned in the "Law of Education" issued by the central government earlier.How to uncover the connotation correctly is an important issue that should be explained clearly now.The conclusion,obtained after the goals of the education run by the local people,the management of the schools,policies and regulations,execution at present and the justice of the education are discussed significantly,is it is most critical problems that the government should issue some concrete policies which should be clear but not unclear,practical but not idealized.
