| 摘 要： | 我国政府于上世纪末适时制定西部开发战略,以促进我国国民经济整体的迅速、综合与协调发展.但从目前来看,中国东西部经济差距越来越大.本文从人力资本的角度阐明了其在东西部经济趋同方面的作用,分析了东西部人力资本现状及人力资本流失的原因,并提出了西部增加人力资本的政策措施.
