The article analyses that Napoleon is an all-powerful man in modern European international relations history,who by virtue of the excellent military ability and leadership,leading the French national to building a French Empire which includes more than half of the Europe;France obtained the power to dominate the Europe.Latter on,due to all kinds of factors,the Napoleon Empire got perished.Under this circumstance,did a congress of Vienna convene,the European international relations had greatly changed,and the progress of the history of the world had also been changed.
