Rethinking a Bellwether Question:Is There Systematic International Theory Or Not

At the beginning of 1960s,on the bellwether question of the possibility of systematic international theory,Martin Wight and Hans Morgenthau made different responses: the former seemed a little pessimistic,the latter more optimistic.The different investigations on the bellwether question of the two scholars promoted many international relations to being theorized about,and resulted in the standing debates of the discipline of international relations.Especially,they opened a trans-Atlantic "great debate" between British and North American schools.
