城市数字经济可持续发展的关键影响因素研究

为了科学衡量城市数字经济的可持续发展水平,文章构建了包括信息基础设施、科技创新、经济增长和社会发展四个一级指标,互联网宽带接入用户、R&D项目经费内部支出、R&D人员全时当量、电子商务销售额、城市公共财政支出额、软件业务收入等16个二级指标的城市数字经济可持续发展评价指标体系,并以全国31个省市的发展数据为基础,运用主成分分析法得到各级指标权重,实证得出信息基础设施是数字经济可持续发展中最重要的因素、东部地区的数字经济可持续发展水平明显高于西部地区等结论,筛选出现阶段影响我国城市数字经济发展的关键影响因子,测算我国东中西部城市数字经济可持续发展水平.

Research on Key Influencing Factors of Sustainable Development of Urban Digital Economy

In order to scientifically measure the level of sustainable development of the urban digital economy, the article constructs an evaluation index system for the sustainable development of urban digital economy, which includes four first-level indicators:information infrastructure, technological innovation, economic growth, and social development, and 16 secondary indicators:Internet broadband access users, internal expenditures for R&D projects, and full-time equivalent of R&D personnel, e-commerce sales, urban public financial expenditures, and software business income, etc. Based on the development data of 31 provinces and cities across the country, the principal component analysis method obtains the index weight at all levels. It is empirically concluded that information infrastructure is the most important factor in the sustainable development of digital economy and that the sustainable development level of the digital economy in the eastern region is significantly higher than that in the western region. The key influencing factors at the emerging stage are screened and the sustainable development level of digital economy of cities in the east, middle and west of China is calculated.
