| Abstract: | The outlook of cadres on their performance at the grass-root units is close related to the realization of a steady rural development. In order for the rural cadres to form a correct outlook of performance, it is essential to strengthen the transformation of their world outlook, to help them form a correct outlook on power and benefit and to abolish the defective practice in the existing system. |
