| 摘 要： | 我国耕地污染现象严重,与法律政策碎片化和部门管理冲突不无关系。鉴于耕地的特殊性,耕地绿色化保护的环境法律政策整合势在必行。应该遵循耕地保护基本原则,协调完善立法和执法,解决立法碎片化和执法部门、执法程序的碎片化,以可持续发展为核心,以政策整合为手段,寻求耕地的绿色化保护。

| Abstract: | Serious pollution of arable land in China is related to fragmentation of legal policies and management conflicts between different departments.To protect green environmental farmlands,integration of laws and policies should follow basic principles.It is suggested that coordination between legislation and law enforcement should be improved to solve the problem of fragmentation in legislation and enforcement procedure.Meanwhile,it is very important to pursuit sustainable development by means of integration of policies and laws. |
