| 摘 要： | 知识经济和经济全球化的发展,国与国、组织与组织之间资源的掠夺逐步从物质性资源转向非物质性资源,尤其是转向对人才特别是高层次人才的争夺。高校人才安全源于对高校组织核心利益的维护,是为了有效保证高校健康、稳定、有序发展,是高校避免遭受人才流失而造成高校利益受损所采取的有效保障措施。

| Abstract: | Knowledge economy and economic globalization is witnessing the transition of predation by countries and organizations of material resources into that of non-material resources,and in particular,of high-level talents.The security of human resources stems from the protection of universities' core interests and is the safeguard for a stable,healthy and orderly growth of universities.Therefore,universities must take effective safeguarding measures to prevent brain-drain losses. |
