| 摘 要： | 尽管基本法条文中没有"行政主导"的明确文字,但学界和官方普遍认同香港特区的政治体制体现了"行政主导"原则.随着香港政制朝着普选目标的迈进,特区行政与立法之间摩擦不断,行政主导体制受到极大挑战,如何理顺香港特区行政与立法之间的关系,提高行政主导型政制的质量,是特区政制发展中亟待解决的一个关键问题.
