中国政府职能转变:沿革、问题与对策 --兼谈经济全球化对中国政府职能的冲击

当代中国政府职能的转变,已经走过了20余年的历程,经历了三次大的改革,时间分别是1988、1993、1998年。当代中国政府职能转变过程中,存在着若干问题。解决这些问题,必须处理好宏观与投资、政府与企业、市场与执法的关系。同时,必须明确政府职能转变的目标模式和目标定位是宏观调控、社会管理、公共服务,从而使得政府职能转变真正到位,以适应社会主义市场经济的要求。

Problems and Counter-measures: on the Changes of the Governmental Functions in China

At present, the change of the governmental functions in China has undergone 20 years of development with three major reformations respectively done in 1988, 1993 and 1998. In spite of some setbacks, fruitful achievements have been made. However there are still some problems in the process of the changes. To solve these problems, we must handle well the relationships between the macroeconomic control and the investment, the government and the enterprises, the market and the implementation of laws. It must be made clear that the purpose model and purpose decision of the change of governmental functions is by all means the macroeconomic control, social management and public services. In this way, the change of governmental functions will come to meet the needs of socialist market economy.
