略论西方国家公务员制度改革

摘    要:为了回应经济全球化对政府提出的挑战,西方国家对行政体制进行了改革,其中对国家公务员制度进行改革成为行政体制改革的重点和难点。纵观英、美和法等国的公务员制度改革,在精简人员、量化考核、强化公务员培训和交流、市场化定位和管理绩效化以及关注公务员道德等方面为我国公务员制度改革提供的有益借鉴。

Abstract:To answer the challenge by the economic globalization for the governments,Western countries have reformed their administrative systems.The reform of public servant system has been the key and difficult point of their administrative reforms.After the research of public servant reform in the countries of the United Kingdom,the U.S.and France,many aspects such as staff purification,quantitative exam and check,staff training and staff exchange,marketization, administrative efficiency and the moral improvement of public servant,are able to give much enlightenment for the reform of China's civil service.
