| 摘 要： | 理顺中国执政党与人大的关系是中国政治体制改革的关键,关系到国家经济建设和社会发展能否顺利的进行。要理顺执政党与人大的关系,就应该以坚持和改善党的领导为前提,以依法治国为保障,依法界定党与人大的职权范围,充分发挥人大职能作用,消除党政不分的弊端。

| Abstract: | The balance of relations between the Chinese ruling party and the National People's Congress(NPC) plays a crucial role in the political reform of China.It determines,in a certain sense,the smooth going of national economic construction and social development.To fulfill such a goal,we should stick to CPC leadership,rule the country by law,redefine their respective functions and powers,give full play to the functions of NPC,and minimize the disadvantages caused by the non-separation of the ruling Party and the government. |
