| 摘 要： | 优化资源配置 ,不仅需要完备的市场体系和自由企业制度 ,还需要一套完备的宏观调控政策体系。区分与确认这个政策体系中的长期政策与短期政策至为重要 ,人们不能指望在短期内实现长期政策的目标 ,也不能指望短期政策发挥无限期的效力。稳定长期政策 ,适时调整短期政策 ,宏观调控才能收到良好效果。

| Abstract: | The collocation of resource is the core both in economic operation and in macro economic control. To optimize the collocation of resource not only needs a self-contained market system and a free corporation system, but also a policy system of macro control. It is important for the macro control to differentiate the long-term and short-term policies and to stabilize the former and adjust the latter timely. |
