| 摘 要： | “我们所要建设的社会主义和谐社会,应该是民主法治、公平正义、诚信友爱、充满活力、安定有序、人与自然和谐相处的社会。”胡锦涛对社会主义和谐社会的基本特征作了非常明确的概括,并指出这些基本特征是相互联系、相互作用的。这些界说具有纲领性。“民主法治”是居于首位的,起的是“担纲”的首领之责,是绝对的核心———它的特征显现充分。其它五个特征的显现充分是顺理成章的事;它的特征显现不明,甚至显现混乱或没有显现,那其它五个特征的显现或无可能,或偶有闪现也难得持久。用哲学语言表达,“民主法治”是所有基本特征中的主要矛盾。如果一个社会的政治基础不是民主与法治,“和谐”就是一个永远可望而不可即的彼岸世界。
