| 摘 要： | 在分析目前常用的几种科技成果评价方法的基础上,对科技成果评价中的失范现象和产生的原因进行研究,提出防范对策:(1)改革现行评价机制;(2)实行评价中介机构负责制;(3)完善评委的遴选与审核制度;(4)严格实行双盲评议制;(5)建立申报材料鉴别制;(6)建立完善的监督机制;(7)提倡高尚与科学的职业道德。

| Abstract: | Several common methods of scientific and technological achievements appraisal are analyzed,and failure to follow regulations and its causes are investigated,finally the countermeasures to prevent it are proposed:(1) reform the current appraisal system;(2) carry out the responsibility system of appraisal brokerage;(3) improve the system of selecting and examing the appraisers;(4) strictly implement the rules of keeping secret mutually in appraisal;(5) set up the system to identify the application materials;(6) set up a perfect supervision system;(7) popularize the noble and scientific vocational ethics. |
