关于运用过剩的外汇储备扶植民营中小企业“走出去”的问题思考

我国现在拥有超过万亿的外汇储备,如何合理运用其过剩部分已经提上了政府的议事日程。而我国民营中小型企业在"走出去"的道路上所面临的主要问题就是由于融资困难,造成企业无法进行由低层次国际化模式向高层次国际化转型。我们是否可以找到一条同时解决这两项问题的通路,即运用过剩的外汇储备来扶植民营中小型企业"走出去"。

Since our country is having more than 1000 billion US dollars of the foreign exchange reserve account now,the problem of the means to apply the surplus of the foreign exchange reserve appropriately is put onto the agenda.On the other hand,the middle and small size companies run by individuls have to confront the dillima that it is too hard for them to transform from low level of internationalization to the high ones,which is caused by the difficulty of finacing.In my opinion,we can handle these two problems...
