智库产业作为一项新兴的知识密集型的咨询服务业,在西方发达国家已经发展得相对比较完善。美国智库现代性较强,欧洲智库则侧重于学术和党派研究,日本智库则具有浓郁企业特色。这三者代表了发达国家智库产业发展与演进。根据产业发展的理论,成熟的产业培育都需要有自身的演化和外部演化两个方面。自身的演化过程包括产业组织的培育、产业机制的完善和合理的产业布局;外部的演化机制包括产业功能定位、提供有影响的知识产品、建立相关的产业扶持政策。
