失独者养老态势与困境摆脱

老龄化的压力,导致了"4-2-1"倒金字塔型的家庭结构形成,家庭养老功能呈现日益弱化的趋势。而失独家庭,作为新生的、规模可观的弱势群体,其潜在的养老风险亟需社会多方的协同帮助以构筑一道责任共担机制帮扶系统。针对失独者救助制度与政策存在的相关问题,通过国家(政府)、社会(社区)、以及慈善(公益)组织的共同参与帮扶,保证养老资源的可及与稳定,从而更好应对失独群体潜在的养老困境。

The Pension State and Breaking Away from Dilemma of the Child-Lost Person

The pressure of aging, leads to the existence of ＂family 4-2-1＂ inverted pyramid. Family support function is weakening gradually. The potential risks of pension to the child-lost families, the new, sizable and vulnerable groups, desperately need the social collaborative help to construct shared responsibility system. According to the related problems of the relief system and policy, ensuring the accessibility and stability of resources through collective participation and assistance of the national （government）, society （community）, and charity （charity） organization, is to better deal with the ootential oension dilemma of child-lost person.
