摘    要:社会工作人才队伍建设已被纳入国家人才发展战略。民政部门作为重要阵地,其服务流浪乞讨人员的救助管理系统是社会工作人才队伍建设的重要试验田。现阶段,我国救助管理领域的社会工作及其人才队伍建设已取得不少实效,但仍存在速度缓慢、动力不足和方向模糊等问题。要破解救助管理领域的社会工作人才队伍建设的发展瓶颈和障碍,必须从社会建设、社会福利制度转型和社会工作本土化三个视角重新定位。

Abstract:he talent building of social workers in relief management has been incorporated into the national talent development strategy. Civil administration is one of its important fields, especially the relief management system providing service to homeless beggars is a crucial testing ground of the social worker talent building. At present, the social work and its talent building in relief management in China has made many achievements, yet there still need improvements towards issues like slow pace, lack of motivation and fuzzy direction in this talent building. To crack the bottlenecks and obstacles in talent building of social workers in relief management, we must reposition from three perspectives of social construction, transformation of social welfare system, and the social work localization.
