新生代农民工的参与意识与权利表达

与老一代农民工相比，新生代农民工主体意识逐步觉醒，他们开始寻求自由、平等的发展机会，期望身份认同，具有强烈的公共参与意识和权利表达诉求。为此，需根据其权利诉愿的特性作出理性的回应．其中最根本的是要在理念上实现农民工身份的转换，即从农民工向公民转变。在具体制度设计上，应加快户籍制度改革，真正实现新生代农民工的城镇化和平等的公民权利；畅通底层与精英问的流通机制，实现新生代农民工个人发展的机会均等；创新社会参与机制，强化新生代农民工的“结构力量”；完善社会保障制度，让新生代农民工平等分享发展利益；优化权利救济制度，构筑新生代农民工权利诉求的理性平台。

Participation Senses and Right Expression of the New Generation of Migrant Workers

Compared with the older generation of migrant workers, the main consciousness of the new generation of migrant workers has gradually awakening. They begin to seek freedom and equal development opportunity, expect identity, and they have a strong sense of participation and right demands. Therefore, we should make a rational response to their new right demands. The most important is that the idea needed to be changed from migrant workers to the citizens. On the specific system design, we should reconstruct the current household registration system, to realize the urbanization and equal civil rights; smooth the bottom of elite circulation mechanism, to realize the equalization of opportunities; innovative the social participation mechanism, to strengthen the structural strength of the new generation of migrant workers; improve the social security system, so that the new generation of migrant workers to share equally in the interests of the development; optimize system of rights remedy and build a rational platform for the new generation of migrant workers to access their rights.
