| 摘 要： | 西部大开发战略实施5年来已取得了举世瞩目的成就。但西部民族地区仍是我国全面建设小康社会的难点。为促其经济的持续发展,必须实施生态与经济协调发展的战略。据此,生态经济协调发展就需运用定量手段,实施“度”的有效监控;大力发展循环经济,促进生态与经济协调发展;夯实基础,对西部生态建设实施有效的后续政策。

| Abstract: | After five years implementation of West Development strategy, noticeable success has been achieved. But western ethnic area is still a place where the full construction of well-off society is hard to realize. The strategy of harmonious development of ecology and economy must be carried out so as to promote sustained development of economy. Therefore, to guarantee the harmonious development of ecology and economy, quantitative approach and effective degree control must be used, and cyclic economy be greatly developed; lay a firm foundation and make effective follow-up policies for western ecological construction. |
