| Abstract: | Civil Diplomacy comes from the concept of people's sovereign, is that the people carry on foreign negotiate and exchange in unofficial status, for defending the state sovereign, its rights, development and world peace. The rise of Chinese civil diplomacy early in 20th century was the result of Chinese history development in that certain period, which was of many characteristics and of many special historic functions. |
