| 摘 要： | 权力之善是行政权力的本质规定。行政问责作为一种监督与纠错机制，其核心价值即在于实现权力之善。它一方面通过追究权力责任防止权力异化为“恶”，另一方面又通过监督权力运行凸显权力“善”价值。

| Abstract: | The goodness of power is the nature of executive power.Executive accountability is a supervision and rectification system,whose core value is to realize the goodness of power.On the one hand,it prevents power from becoming evil by rectifying improper execution of power;on the other hand it highlights the value of goodness by supervising power. |
