| 摘 要： | 高等教育经费空间相对分布及其变动特征以及高等教育经费公共财政支撑能力差异分析显示,省级公共财政支撑能力已影响到高等教育省级统筹,建议通过实施财政转移支付制度,建立高等教育公共治理框架,推进高等教育地方化,瞄准高等教育质量与公平,增强省级政府高等教育公共财政能力,从而提升高等教育省级统筹绩效.
