| 摘 要： | 发展是和谐的保障，也是和谐的发展与全面的发展。建设和谐社会离不开发展，发展必须以解决人的生存与进步为前提，以实现城乡统筹和一体化为重点，兼顾整体与局部、宏观与微观的关系，着力在构建科学发展的体制机制方面下工夫，在确保和谐社会建设的制度保障方面做文章。

| Abstract: | Development,the guarantee of harmony,means both a harmonious and a comprehensive development. The building of a harmonious society cannot be made if without development, and development must presuppose settlement of people＇s subsistence and progress, and focus on overall urban-rural planning and integration with consideration of the national-local balance and the micro-macro balance, attach more importance to the institutional building of scientific development,and make every effort to ensure the systematic guarantee for the building of a harmonious society. |
