建国以来集体林权制度变迁及政策绩效评价——以大别山区的河南省新县为例

林地与耕地是两种完全不同的生产经营方式,建构现代的林地产权制度是一项极其复杂而艰巨的系统工程.新中国成立以来几乎每一次集体林权制度改革,都不同程度地受到了以耕地为主要内容的农村集体土地所有制的影响与制约.而目前我国正在开展的新一轮集体林权制度改革,似乎又是继续沿用农村改革初期实行耕地"大包干"的模式.因此,这场改革如同过去的每一项重大举措一样,是成是败还需要接受实践和历史的检验,现在急于给它下结论为时尚早.

System Changes and Performance Evaluation of Collective-Ownership Forest Land Right since the Foundation of P.R.C——Case study of lacated-Dabie mountain Xin county in Henan Province

Forest land and farmland relay on two completely different production-management methods,and it is of an extremely complex and difficult project to establish modern property rights system of forest land.Since the foundation of P.R.C.,almost every system changes of collective-ownership forest land were influenced and restricted by the rural collective land ownership.However,that is carrying out a new round of right system change of collective-ownership forest land seems to continue to follow the initial implementation of rural land reform "big contracting" model.Therefore,this reform needs a practice and history test as every past major reforms.It is very early to draw a conclusion about it.
