The publication of new "ODA outline" indicates the end of Japans adjustment of ODA policy in the new century. After adjustment, the "ODA outline" clearly points out that the aim of ODA is for Japans national interest and takes on gr eater political color. In a sense, the adjustment of ODA policy implies the adju stment of Japans strategy and diplomacy. In the mean time, Japan also adjusted its ODA policy towards China.
