河北省创新基金利用情况分析

针对创新基金有效利用的问题,采用对比分析的方法,分析了河北省与其他省份及省内各地区之间所受资助的差异,结果表明：河北省争取国家创新基金资助的能力有待提高,省内各地区间受省创新基金的资助比例存在不平衡,提出在获得创新基金多的地区,应注重科技型中小企业的产业化发展,形成产业集群;而获得创新基金少的地区,应该注重企业自主创新能力的培养等建议。研究结果有利于提高创新基金的利用效率。

Utilization of innovation funds in Hebei

In view of the effective use of innovation funds,comparative analysis was adopted for the elaboration of differences in subsidies received between Hebei and other provinces,as well as those among the areas within Hebei. The results show that the ability to seek national innovation fund subsidy should be enhanced on the provincial level and among different areas within the province and that there existed imbalance of subsidy proportion. Therefore,in the areas with more innovation funds,the focus should be put on the development of medium and small technology-based firms,which helps further formation of industrial clusters;while in the areas with little funds,the focus should be shifted to independent innovation ability of enterprises.The suggestion will help improve the utilization efficiency of innovation fund.
