| 摘 要： | 海南是海洋大省,蕴藏着丰富的海洋资源。要使资源优势变为经济优势,就应做出科学的决策：1.查明海洋资源,开发海洋资源;2．树立海洋意识,制定海洋开发战略;3．编制海洋功能区划、海洋开发和科技兴海规划;4．要实施“以海兴琼”的战略。

| Abstract: | Hainan is a big maritime province and rich in marine resources. To turn the resource superiority into economic superiority, the scientific decisions should be made. 1. Prospect for marine deposits and open up marine resources; 2. Acquire the awareness of marine and work out the strategy of the marine development; 3. Draw up the regional plan about the marine functions and the plans for the marine development by means of science and technology; 4. Be sure to carry out the strategy of bringing about a great advance to Hainan by the marine development. |
