山东省高技能人才培养问题研究

高技能人才是产业转型升级的中坚力量,是实施制造强国战略的生力军。在新一轮技术革命和产业革命的大背景下,“中国制造”要发展为“中国智造”,一方面需要加快技术创新,另一方面需要加速实现科技成果转化,这两方面都需要高技能人才发挥作用。山东作为制造业大省,要实现新旧动能转换、产业转型升级和经济高质量发展的目标任务,必须高度重视高技能人才队伍建设。通过调研山东省高技能人才培育现状,对山东省人才培养目前存在的问题和原因进行分析,并借鉴国外高技能人才培养的经验,提出山东省培养高技能人才的途径和建议是:积极营造高技能人才培养的良好社会环境,强化高技能人才培养的制度机制建设,加大校企合作培养高技能人才力度,充分发挥工会组织在高技能人才培养中的重要作用。

Research on the Training of Highly Skilled Talents in Shandong Province

Highly skilled talents are the backbone of industrial transformation and a new force to implement the strategy of manufacturing power.In the context of a new round of technological revolution and industrial revolution,“made in China”needs to develop into“made in China intelligently”.On the one hand,we need to accelerate technological innovation;on the other hand,we need to accelerate the transformation of scientific and technological achievements.On both sides,we need highly skilled talents to play a role.As a large manufacturing province,Shandong Province needs to achieve the goal of transformation of new and old driving forces,industrial transformation and upgrading,and high-quality economic development.The construction of highly skilled personnel team is an important part of it.Based on the investigation of the current situation of the cultivation of highly skilled talents in Shandong Province,this paper analyzes the existing problems and causes of the cultivation of talents in Shandong Province,draws on the experience of the cultivation of highly skilled talents in foreign countries,and puts forward the ways and suggestions for the cultivation of highly skilled talents in Shandong Province,namely,to actively create a good social environment to cultivate highly skilled talents;to strengthen the construction of system and mechanism for the cultivation of highly skilled talents;to expand school-enterprise cooperation for the cultivation of highly skilled talents and give trade unions full play to their roles in the cultivation of highly skilled talents.
