论北京生态涵养区环境服务的价值实现

北京市生态涵养区的功能定位是向首都提供生态服务。这一功能转变要求城郊农业与农村转变职能,使农业由产品农业向服务农业转变,使农村由传统农村向生态农村转变,即农业、农村转向为城区提供生态服务。实现这一转变的关键是生态服务的价值实现。本文在分析环境的生态服务构成及生态服务稀缺性基础上,提出了以生态补偿为基础、以构建生态服务市场为核心的生态服务价值实现机制。

On Value Realization of Environmental Service of Eco-conserving Division in Beijing

The function of the eco-conserving division in Beijing is positioned to provide ecological service to the capital,which requires the suburb agriculture and villages to transform,that is,agriculture from product-making to service-offering and villages from tradition to ecosystem,and making them provid ecosystem service properly to the city.The key to carry them out is the value realization of ecosystem service.This paper puts forward a mechanism to attain the value of ecosystem service by taking eco-compensation as the foundation and eco-service market as the core on basis of analysis of the constitution and scarcity of eco-service.
