可持续发展与中国能源法制建设

中国能源及能源法制建设正在走一条可持续发展之路,中国能源发展的客观现实,要求改善能源结构、充分开发利用能源尤其是新能源和可再生能源。然而,在能源的开发利用中却存在着利害相随的客观事实。如何使能源的发展具有可持续性,促使能源得到合理的开发利用,中国能源法制建设必须确立可持续发展原则,建立系统而完备的法制,着力于能源结构的合理与多元、能源技术的创新和保护、能源安全的风险应对、能源市场的适当干预与调节。

Sustainable Development and the Legal Construction of Energy in China

China's energy and energy legal construction are advancing along the road of sustainable development.The reality of China's energy development requires the optimization of energy structure,exploitation and utilization of energy,especially the new and renewable energy.However,both advantages and disadvantage exist in the exploitation and utilization.To reasonably exploit and utilize the energy,China must persist in sustainable development principle and establish relevantly mature legal system that focuses on reasonable energy structure,protection and innovation of energy technology,risk resolution of energy safety,and proper adjustment and intervention of energy market.
