西部农村学前教育发展的困境与出路

摘    要:西部农村由于资源条件和经济条件的欠缺与落后,造成教育相对落后,学前教育尤其如此。造成当前学前教育发展的困境可有两种因素,一种是实践当中的困境,包括基础薄弱、文化因素和政策因素;一种是理论困境。在学前教育办学当中存在的三个认识误区:其一是认为举办农村学前教育是村与乡镇的"责任";其二是要求地方政府在县镇所在地举办示范园;其三是既认为学前教育不重要,又认为讨学前教育一定要正规化办学。因此,本文以为未来学前教育的发展在于突破主客观困境,创造学前教育发展的空间,获得国家对西部农村学前教育经费的支持;实行幼小合办;地方政府将主要精力放在农村学前教育的发展上,并发挥农村村民自治组织的作用。

Abstract:Because of short of the resources conditions and current economic conditions, the education in west countryside is relatively backward, preschool education especially so. There are two kinds of factors contribute to the developmental difficulties: the objectives factors and subjective factors. The objective factors are that the government invest insufficiency, cultural backwardness and the policy factor; The subjective factors are three erroneous thinks: First , the preschool education development is local authority's responsibility; Second , the preschool education is unimportant; Third , the preschool education should be standardized. Therefore, this article thought the future preschool education development will lie in obtaining the funds supporting to preschool education of the western countryside from central government, implementing preschool and school jointly managing, and displaying the functions of countryside villagers autonomous organization.
