财政支持公益文化设施的现状、问题及对策

公益文化设施是公共文化事业的基础和发展载体,发挥着传播知识、宣传教育、示范指导、向群众提供优质精神文化产品、提高全民族思想道德素质和科学文化水平的作用.从公益性文化设施非营利性和公共性角度讲,应该将公益文化设施向社会公众实行免费或优惠开放.但是,图书馆、博物馆、纪念馆等公益文化设施多年来实行的收取费用的做法,违背了其公共产品的属性,并且反过来阻碍了其自身的发展.公益性文化设施作为公共产品,具有公益和社会属性,属于公共财政支持和保障的范围.在分析了我国公益文化设施财政投入现状的基础上,提出了我国财政支持公益文化设施免费开放的几点建议.
