弘扬民族精神重在加强公民教育

民族精神的创新,取决于每个公民的素质及民族整体的精神风貌,而一经铸成的民族精神又潜移默化地影响着公民的思想行为及整个民族的发展.党的十六大报告在确立全面建设小康社会的目标中,提出了"弘扬和培育民族精神"这一弘大而系统的社会教育工程,并把"全民族的思想道德素质、科学文化素质和健康素质明显提高"列为全面建设小康社会不可或缺的因素.公民教育的根本追求,在于全面提高公民素质,振奋民族精神.公民素质是作为一个"社会人"所必须具备的基本素质.全面提高公民素质必须系统研究公民基本素质要求的指标体系及素质教育的切入点.公民思想素质、道德素质、教育素质、科学素质、文化素质、政治素质、法律素质、社会素质、经济素质、职业素质、生活素质、能力素质、创新素质、身体素质、心理素质、卫生素质等具有丰富的内涵.加强公民教育,必须加强公民教育的载体建设.
