低碳经济：从国外经验论我国的困境、误区与对策

低碳经济的目标是在经济发展中,排放最少温室气体的同时获得最大产出,即追求低能耗、低污染、低排放和高效能。英国、日本等发达国家在这方面已经取得了诸多成功经验。我国发展低碳经济的困境不仅体现在居民欠缺环保的生活方式和生活理念,而且体现在对低碳经济的诸多认识上的误区,将低碳经济与高投入、贫困、贸易壁垒、完全抛弃传统经济等联系起来,并将低碳经济完全归结为政府的责任。由此,我国在低碳经济的实践中必须在多方面做出理性选择：产业生态化、开发节能建筑、公交工具优先、合理使用低碳能源、发展低碳电力、实践循环经济、促进生态产业集群、倡导健康生活方式。

Low Carbon Economy: Analysis on Difficulties,Wrong Comprehension and Strategies for China Based on Experiences Abroad

The aim for low carbon economy(LCE)is chasing for maximizing products and minimizing CO2 emission,namely means low energy consummation,low pollution,low emission and high efficiency.Many developed countries such as England and Japan have been achieved much experiences in this aspect.Non environmental protection living style and living moral of Chinese residents is coming into being LCE obstacle,at the same time,many wrong comprehension about LCE exist,relating many things such as high investment,poverty,trade barrier and completely discarding traditional economy with LCE,and thinking that LCE being only the government’s responsibility.So Chinese must apply reasonable choice on LCE practice: constructing ecological industry,developing energy-saving architecture,firstly considering public traffic,rationally exploring LCE energy,practicing circulating economy,promoting industry grouping development,educating healthy living style.
