社区制度的培育与规则的形成--从几个案例考察城市社区权力的形成方式

社区建设是中国城市基层进行的一场全面的社会变革.这场变革的宗旨在于顺应市场经济体制培育和发展的实际需要,在基层社会领域尝试并培育一种健全、便捷、合理、民主的新型基层社会管理机制.这个过程实际上是一个社区新制度与习惯的形成过程.中国城市社区在实现法律授予的自治权力的过程中,其现实权力的来源并不是自动形成的,也不是单纯经由上级政府赐予的,而是在城市管理体制改革过程当中由社区与政府、社区与社团组织、社区与居民在不断的反复博弈过程中实现的.社区制度的培育过程表现为现有体制下需求者(社区居民)和供给者(政府)之间政治权力结构的变量的反复博弈过程.

Concerning the Current Community Institutions

China's community building and improvement in urban cities is a structural reform of social institutions, especially in the urban non-governmental field. The great change of institutional improvement for grass-roots power has encouraged the development of civil rights from planning system to market system. The process of community building continuously supplies some new power styles between governments and communities. However, the community power as public-goods is the concentrated expression of rules of the game between governments and communities; the urban residents in this course have gained realistic interests and rights, and the communities achieved a victory of basic level democracy.
